Five years ago, the Taliban took power in Afghanistan, inheriting the country water infrastructure agenda but lacking a coherent policy and technical capacity. This left projects incomplete while Kabul runs dry and regional water diplomacy stalls. Mohd H. Faizee argues that isolation hasn’t worked and that a more pragmatic framework for technical cooperation should include also Afghan experts abroad, not the Taliban alone.
