Solidarités International is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
La mission
Since the beginning of the full-scale invasion of Ukraine by Russian forces, SI has been responding to the needs of the population living in areas under Government control. While programming in 2022 and 2023 was—rightly—focused on immediate emergency response, the year 2024 marked a transition toward a more balanced approach, combining both emergency and early recovery interventions.
SI’s main strategic objective for 2026 is to strengthen and clearly position its comparative advantage in Ukraine. The ambition is for SI to build a recognized and demonstrable expertise in WASH and Shelter. The program strategy for 2026 therefore focuses on two core sectors—WASH and Shelter—and is structured around two strategic axes:
- Respond to both acute and chronic emergencies
- Contribute to creating the conditions for dignified return or sustainable stay in stable areas through a recovery-oriented approach
To maximize the impact of its interventions, SI aims to further enhance sectoral integration and promote localized approaches.
In 2026, SI’s country program in Ukraine is expected to operate with a budget of approximately 10 million euros, with three field bases (Mykolaiv, Dnipro, Kharkiv), one coordination office in Kyiv, and a total of 110 staff, including around 15 expatriates.
The main donors in 2026 are CDCS, AFD, and ECHO. Additional donors have been approached to expand and diversify the portfolio further, in line with SI’s programmatic priorities.
Descriptif de l'offre
General objective :
The Field Coordinator is in charge of the overall management of the field base, under the supervision of the Country Director and in close coordination with the Deputy Country Director for Programs, Security Coordinator, and Support Coordinators.
- She/He is in charge of the global strategy and quality of programming across the field base’s area of intervention.
- She/He is responsible for the good quality of financial, HR and Logistic procedures and management as well as promoting the integration of SI core policies
- She/ He is in charge of the external representation in local fora and coordination groups.
- She/ He is the direct line manager of the Logistics, Human Resources, Finance, MEAL and Program managers, as well as of the Field Coordinator assistant (Security).
- She/he is responsible for the security management and context analysis of the operational area.
Issues and specific challenges :
Human resources: Potential impact of male staff conscription and prolonged conflict on staffing continuity, staff wellbeing, motivation and mental health
Security: Volatile context and related constraints may affect operational flexibility, timely delivery of assistance, and potential expansion into new areas of intervention
Finance & Grants: Continued need to strengthen coordination with SMT on fundraising and identification of new funding opportunities
Program & Partnerships: Ongoing consolidation of localisation strategy, including partner mapping, due diligence, and integrated multi-partner approaches
Cross-cutting role: Key cross-functional position requiring coordination across departments and strong multisectoral responsibilities
Priorities on the 2-3 first months :
- Ensure a smooth transition following HR restructuring of the base (incl. nationalizations), while maintaining overall operational efficiency across all departments
- Strengthen internal and external communication and representation with partners and stakeholders
- Support staff wellbeing in a highly volatile and stressful security environment
- Advance the partnerships and localization strategy, including actors mapping, due diligence processes and integrated approaches with partners
- Support timely implementation of winterization activities in coordination with relevant teams and partners
Security constraints :
- Working undervolatile and changing context which needs high adaptative capacities
- Multiple security procedures for both personal and professional life along with regular and long-lasting blackouts
- Stress due to air alarms and airstrikes and rapid evolution of the weaponery which needs high adaptative capacities and strategic thinking
- Reducing access and increasing security contraints that may affect the delivery of aid qualitative / quantitative
Votre profil
Diplomas : master degree in humanitarian field
Exprience in the humanitarian sector : 3/4 years
Exprience on similar positions : 0 to 2 years
Technical skills :
- Relevant experience in in Field Co position and HR management
- Experience in Security management in volatile environment
- Strategic thinking
Transversal skills :
- Rigor and capacity to handle pressure
- Capacity to adapt and flexibility
- Good communication skills
Languages :
- English C1 minimum
- Ukrainian and/or Russian is a plus
SI vous offrira les conditions suivantes
A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 700.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions: Accomodations in SI GH: fully equiped appartment in Kharkiv suburbs
Despite the airstrike risk, SI security procedures are updated and adapted to the context. a lot of activities available for any type of profiles (restaurant, bars, gyms and sports hub, parks, shopping center) very good quality of food available, prices relevantly cheap. 2 expats based in Kharkiv. Internet and telephone network 24/7 available. Regular blackouts
