Vétérinaires Sans Frontières Suisse (VSF-Suisse) is a politically and religiously neutral humanitarian and development organisation with its headquarters in Berne, Switzerland, and country offices in West and East Africa. Its mission is to improve the well-being and resilience of vulnerable populations by promoting the health and productivity of their livestock within a healthy environment.

Position Summary

VSF-Suisse is seeking a highly qualified MEAL Lead to lead and strengthen our Monitoring, Evaluation, Accountability, and Learning systems for both VSF-Suisse Ethiopia Country Office (70%) and VSF-Suisse Global (30%). The MEAL Lead will play a central role in ensuring evidence-based, adaptive programming in complex humanitarian and development settings while supporting organizational learning and strategic decision-making at the global level.

Key Responsibilities

For the Ethiopia Country Programme (70%)

  • Lead the design and implementation of MEAL frameworks and data collection tools aligned with donor and national standards.
  • Oversee data management systems, ensuring timely and high-quality data aggregation, analysis, and reporting.
  • Lead program evaluations and produce evidence-based, actionable reports for internal and external stakeholders.
  • Strengthen accountability to affected populations through inclusive feedback mechanisms.
  • Build the capacity of country office staff and partners on MEAL systems, tools, and adaptive management.
  • Integrate MEAL into emergency response and rapidly changing contexts.

For VSF-Suisse Global (30%)

  • Support the development, management, and roll-out of the VSF-Suisse global results framework (2025–2028).
  • Lead aggregation, verification, and analysis of global monitoring data for VSF-Suisse, Sufosec Alliance, and VSF-International.
  • Build the MEAL capacity of M&E focal points and Country Offices through coaching, online training, and learning events.
  • Represent VSF-Suisse in MEAL-related networks, alliances, and meetings at regional and international levels.

Required Qualifications

Education:

  • A university degree (Master’s preferred) in veterinary medicine, animal health, agronomy, agriculture, livestock production, environmental science, natural resource management, rural development, public health (One Health), geography, monitoring & evaluation, development studies, humanitarian action, or social sciences.

Professional Experience:

  • At least 10 years of progressively responsible MEAL experience in humanitarian and development projects, preferably in animal health, food security, rural development, One Health, and climate-resilient livelihoods in Africa.
  • Proven experience designing and managing MEAL systems in complex emergency and development contexts.
  • Demonstrated track record in evaluations, donor reporting, adaptive management, and capacity building.
  • Familiarity with institutional donor requirements (SDC, UN agencies, EU, USAID) and the donor environment in the Greater Horn of Africa.
  • Experience in collaborative work with regional/global alliances and contributing to collective monitoring frameworks.

Technical Skills:

  • Proficiency in MEAL tools and platforms: TolaData, KoBoToolbox, ODK, Excel-based dashboards.
  • Strong skills in data management, aggregation, verification, qualitative and quantitative analysis, and report writing.
  • Experience in results-based management (RBM), project cycle management, logframe development, and indicator design.
  • Proven ability to implement accountability and feedback mechanisms and participatory monitoring approaches.
  • Capacity to manage MEAL systems in dynamic operational contexts (conflict, displacement, drought).
  • Excellent oral and written communication skills in English; knowledge of local languages in the GHoA region is an asset.
