The Planning, Monitoring and Evaluation Myanmar Partner Advisor will complete the planning, monitoring and evaluation tasks for MCC partner organizations in Myanmar. They will be responsible to listen to the partners, develop strong relationships with partners and local people, write realistic plans based upon the partner’s capacity and vision, select tools and conduct the monitoring tasks, and organize the evaluations of the projects. The Partner Advisor will also conduct ongoing training for local partner staff in completing all these tasks. They are responsible to ensure all internal documentation for MCC is complete in the MCC programming software. The Partner Advisor will live in Cambodia and travel to Myanmar frequently for prolonged periods in order to provide direct accompaniment of partners. The Partner Advisor is also responsible to fully participate in the security team for the Myanmar program.
Key Responsibilities
1. Partner Accompaniment and Project Development
- Build and maintain trusting, collaborative relationships with partner organizations in Myanmar through regular communication and in-person meetings (position is based part time in Yangon, Myanmar).
- Deeply understand partner visions, histories, challenges, and development priorities through active listening and contextual analysis.
- Identify and coordinate access to appropriate resources, training, and technical support tailored to partner needs.
- Collaborate with partners and MCC PLDR sector coordinators to design and review project plans, concept papers, and funding proposals in alignment with MCC standards and strategic goals.
2. Project Monitoring and Evaluation
- Develop and implement appropriate M&E tools and frameworks that reflect partner capacity and project scope.
- Ensure effective data collection, analysis, and reporting in collaboration with partners and MCC's Monitoring, Evaluation, and Reporting Coordinator.
- Review and provide feedback on narrative and financial reports, evaluations, and other partner documentation.
- Maintain accurate and up-to-date partner and project records in MCC’s project database (Insight).
3. Humanitarian Response and Crisis Preparedness
- Support MCC and partner responses to natural disasters, conflict, or political crises, including coordination of emergency plans and adaptation of project activities.
- Identify and build connections with local and international organizations to strengthen future crisis response collaboration.
- Contribute to risk assessment and crisis response planning, particularly in relation to Myanmar and Cambodia programs.
- Promote conflict sensitivity and integrate peacebuilding practices into partner-led humanitarian responses.
4. Communications and Advocacy Support
- Collect and curate partner stories, photos, interviews, and other media content, ensuring ethical storytelling and adherence to ‘do no harm’ principles.
- Contribute to the creation and vetting of public communications, media, and publications related to humanitarian needs in the region.
- Provide timely updates to MCC advocacy offices, elevating grassroots perspectives and community experiences.
5. Organizational Development and Safeguarding
- Support the development and implementation of safeguarding and protection policies among MCC partners.
- Provide mentorship, technical support, or facilitation to partners as appropriate, particularly during slower program periods.
- Collaborate with finance teams and peer organizations to identify and secure reliable funding streams for Myanmar-based partners.
- Participate in cybersecurity training and support partner organizations in adopting safe communication practices.
