Overview of position
- Khor Umeira, located in Almadharibah district of Lahj governorate, is a key artisanal fishing area supporting approximately 2,450 residents, with nearly 40% of households depending on fisheries for their livelihoods. The area is ecologically important & supports several commercially valuable species, including sardines, cuttlefish, sea cucumbers & marine turtles.
- In line with its efforts to promote sustainable marine resource governance, our client supported the development of a community based Fisheries Management Plan (FMP) in April 2025. The plan provides a roadmap for implementing conservation measures such as gear restrictions, seasonal closures & marine protected areas. It also emphasizes the importance of local leadership, inclusive governance & coordination with national authorities such as GAF, EPA & the coast guard.
- To operationalize the plan, our client is seeking a field based consultant to lead the initial implementation phase. The consultant will reengage community stakeholders, facilitate awareness & compliance campaigns, support the formation of a Joint Fisheries Management Committee (JFMC) & assist in the development of locally agreed fishing rules & penalties. The consultant will also serve as the primary focal point for coordination between the community & relevant enforcement bodies.
- A separate ecological baseline study will be commissioned in a future phase. The consultant’s focus under this assignment will be to ensure effective stakeholder engagement, local endorsement of management measures & the establishment of a functioning community led fisheries governance model.
Role objectives
The primary objective of this assignment is to support our clients efforts to facilitate the community led implementation of the FMP in Khor Umeira. Under the direct supervision of the Focal Point of our client, the consultant will engage with local stakeholders to build institutional ownership, promote compliance with agreed conservation measures & support the formation of governance structures necessary for effective plan execution. This role will not include technical ecological assessments, which are planned for a later phase. Functional responsibilities / key results expected are as stated below:
Stakeholder engagement & community endorsement:
- Facilitate structured meetings with local fishers, elders, women, youth & processors to reaffirm support for the FMP.
- Secure documented endorsement of key FMP components (e.g., seasonal closures, gear restrictions & protected zones).
- Ensure inclusive participation & representation across community segments.
FMP dissemination & awareness raising:
- Translate the FMP into Arabic & prepare user friendly summaries.
- Conduct outreach campaigns using posters, local radio, mosque briefings & boat to boat visits.
- Organize interactive sessions to explain rules & benefits.
Governance support & JFMC formation:
- Support the establishment of a JFMC & ensuring fair representation.
- Draft Terms of Reference (TOR) & facilitate the committee’s initial meetings..
- Assist in the co-development of local fishing rules & penalties with community & government inputs.
Institutional coordination:
- Serve as a liaison between the community & enforcement actors, including GAF & the coast guard.
- Propose coordination mechanisms for monitoring & response.
Livelihood planning & incentives:
- Identify fishers most affected by FMP measures.
- Develop basic proposals for alternative livelihoods (e.g., ecotourism, fish drying, gear repair & monitoring roles).
- Coordinate with cooperatives & our clients teams to connect communities with support channels.
Reporting & collaboration:
- Submit well organized progress reports in the agreed format to our clients Focal Point.
- Participate in adaptive planning sessions & community feedback reviews.
Project reporting
- This role works under the direct supervision of the Focal Point of our client.
Key competencies
- Bachelor’s degree in community development, social sciences, natural resource management or a related field required, advanced studies or relevant training are considered an asset.
- 3 – 5 years of demonstrated experience in community engagement, participatory planning or local governance.
- 2 – 3 years of relevant work in fisheries or agriculture related sectors, including qualitative research (e.g., focus group discussions, key informant interviews).
- Proven ability to engage stakeholders from diverse backgrounds, including fishers, women & youth.
- At least 2 years of field experience working in coastal communities & familiarity with fisheries based livelihoods.
- 1 – 2 years of experience collaborating with international organizations or development projects is highly desirable.
- Strong communication & facilitation skills, especially for public awareness & behavior change initiatives.
- Experience using local media, IEC materials & outreach tools for effective community engagement.
- Demonstrated ability to coordinate with local institutions, fisheries cooperatives & enforcement bodies.
- Excellent interpersonal, organizational & reporting skills.
- Fluency in Arabic required & working knowledge of English is an asset.
- Basic computer literacy & the ability to participate in virtual meetings (e.g., Zoom, Microsoft Teams).
- Demonstrates integrity by modeling the UN’s values & ethical standards.

- Proven capacity in reporting & documentation, including drafting strategic recommendations & implementation briefs.
Team management
- This role has no team management responsibility.
Further information
Contract duration:
- The consultancy will be carried out over a 12 month period.
- The consultant is expected to be present in Khor Umeira full time.
- Specific activities & timelines will be linked to the completion of deliverables.
- Remote support or travel to adjacent areas may be required upon agreement.
Duty station:
- The assignment is field based in Khor Umeira in Lahj governorate.
- The consultant is expected to engage with local stakeholders, facilitate regular meetings & coordinate directly with fishers, cooperatives & relevant institutions.
